San Francisco’s Minimum Wage Ordinance:

• requires $9.14 per hour with an increase each year on January 1 in an amount corresponding to the

prior year’s increase in the Consumer Price Index for urban wage earners for the

San Francisco-Oakland-San Jose metropolitan area;

• covers any employee who works at least two hours in a week for an employer within the boundaries of San Francisco, or on city-owned property such as SFO Airport;

SF’s Health Care Accountability Ordinance:

• Requires that an employer provide one of the following:


1) offer health benefits that meet minimum standards after one calendar month from start of employment;


2) pay $2 per hour per employee to the City up to $80 per week or if the employee does not live in San Francisco (and does onot work on City property), pay the employee $2 per hour;


3) pay a set amount to the City for a city-administered health benefits program for its employees.


• covers employees of a contractor or subcontractor, a City property tenant or subtenant or their service contract or subcontract on a lease for use of City property for more than 29 consecutive days, that cumulatively have more than 20 employees (more than 50 for non-profits) in all the entitites that they own or control,and the contract is $25,000 or more ($50,000 or more for non-profits) or have cuumulative contracts for $75,000 or more with the City and County of San Francisco;


• covers employees who work on a City contract or property for 20 or more hours per week (15 or more hours after July 1, 2006), for 130 days or more per year.

(exclusions: under 18 years old who is a student, temporary workers who are earning academic credit, employment training programs, disabled employees, relief employees, contracts less than one year, investment management, some special funds and grant funds, some grants to non-profits, loans for low or moderate income housing, easements, encroachment permits, street excavation or street use permits, right-of-way permits, some Recreation and Park Deparment contracts for recreational use).
